Pedro A. Schelbauer de Oliveira is a partner in the firm’s Infrastructure and Regulatory department. Pedro’s practice focuses on regulated contracts for a wide range of businesses with the public administration and their respective investors and financiers, such as concessions, public-private partnerships (PPPs), procurement contracts, structured investments and financing, and tenders. His work involves advisory and litigation matters involving contracts, public notices, and other instruments required for the development of infrastructure projects, in addition to regulatory issues and administrative law. He has worked on public tenders and contracts involving some of Brazil’s major infrastructure projects, representing clients in practically every Brazilian state, both in state and federal courts, as well as in superior courts. He also has outstanding expertise in the area of administrative sanctions law, being a founding member of the Administrative Sanctions Law Institute (IDASAN) and having a solid track record in administrative misconduct actions as well as in proceedings before several authorities, such as accounting courts, the Brazilian Securities and Exchange Commission (CVM), and the Federal Comptroller General (CGU).
EDUCATION
- Bachelor’s degree in law from the Federal University of Paraná (UFPR).
- Specialization in Administrative Law from the Pontifical Catholic University of Minas Gerais (PUC-MG).
- Refresher Course in “Tenders and Procurement Contracts” from FGV.

- Founding member of the Administrative Sanctions Law Institute (IDASAN).
